The GPS for Arduino can work with a supply voltage in the range of 3.0 to 5.0 volts, while the input and output signals are 3.3 volts, so a level converter is required if a 5 volt arduino or microcontroller is going to communicate (transmit) to the GPS module. If you only want to receive NMEA data, just connect the TX pin to the RX pin of the arduino and receive the data sent by the module, in this case, no level conversion is necessary because the arduino recognizes 3.3 volts as a high level.
